Sri Lanka SIM Cards and eSIMs for Visitors

The easiest way to get online in Sri Lanka is a local prepaid tourist SIM or eSIM, bought at the airport as soon as you clear customs. Dialog, SLT-Mobitel, Hutch and Airtel all have counters in the arrivals hall at Bandaranaike International Airport, open 24 hours. Bring your passport: every Sri Lankan connection has to be registered in its user’s own name. Tourist plans cost a few dollars for weeks of data.

Which network should you choose?

Two networks dominate the choice for visitors, and they are good at different things. In Opensignal’s independent report of February 2026, based on users’ data from October to December 2025, Dialog won the coverage awards and the most consistent, reliable service, while SLT-Mobitel won every speed award. Opensignal users on Dialog had a 3G, 4G or 5G signal for 93.6% of their time.

In practice, that makes Dialog the safer choice if you are spending days on the road through the hills and the national parks, where a signal matters more than speed. SLT-Mobitel suits you if you mostly stay in towns and want fast uploads and video calls. Recent visitors (2025–26) report that the signal comes and goes on trains, in the mountains and in nature reserves on any network, so download offline maps before a hike in Horton Plains or a day in Yala.

The other two:

  • Hutch is the smaller network. It has an airport counter and sells eSIMs, but we found no tourist plan on its website, so ask about prices at the counter. It did not join the 5G auction and, according to Opensignal, is concentrating on 4G for rural areas.
  • Airtel became part of Dialog in August 2024, when the two companies merged; the Airtel brand carries on. Its tourist page described pay-as-you-go rates rather than a tourist bundle when we checked.

Dialog and SLT-Mobitel both launched commercial 5G in December 2025. SLT-Mobitel describes its 5G as available in selected areas, so treat it as a bonus in the cities, not something to count on.

Tourist plans and prices (checked October 2026)

These are the prepaid tourist plans on the operators’ own websites on 3 October 2026, with prices including tax. Plans change often, so check the operator’s page or the counter before you buy.

Dialog tourist plans (monthly):

  • Rs 1,399: 20 GB of data and Rs 174 worth of calls
  • Rs 1,799: 30 GB of data and Rs 164 worth of calls
  • Rs 2,450: 50 GB of data, unlimited WhatsApp and Rs 250 worth of calls

SLT-Mobitel tourist plans, all with unlimited local calls:

  • Rs 821 for 7 days: 15 GB of data
  • Rs 1,540 for 30 days: 30 GB of data
  • Rs 5,131 for 30 days: unlimited data (a fair-use policy applies)

For a two-week trip, most people will be comfortable with Dialog’s cheapest plan or SLT-Mobitel’s 30-day 30 GB plan. Unlimited data is only worth it if you will be using your phone as a hotspot for a laptop.

Running out is easy to fix. Dialog lets you reload online or activate a plan by dialling #778#, and #456# shows your usage. SLT-Mobitel sells top-ups through its online recharge portal: Rs 652 for 8.4 GB over 14 days, or Rs 1,343 for 20 GB over 30 days.

Buying at the airport

The counters are in the arrival public concourse, after customs. Dialog says it has two stores there, and SLT-Mobitel also sells its tourist SIM at Mattala and Jaffna airports and at its outlets around the country. Hand over your passport, and staff activate the SIM for you.

Recent visitors report that the queue at one counter can be much longer than at the next when several flights land together. The two big networks’ tourist plans are close in price, so it is fine to go wherever the line is shorter. Buy before you leave the terminal: ride-hailing apps such as Uber and PickMe need data to book your ride.

If you miss the airport, Dialog says it has 136 service centres and authorised retailers across the island, and you can buy a SIM at any of them, or at SLT-Mobitel outlets, by showing your passport.

eSIM: set it up before you fly

If your phone supports eSIM and is not locked to your home network, you can skip the plastic card altogether.

  • Dialog sells eSIMs online through its website, and you can also order a physical SIM online and collect it at its airport store with your passport and order number.
  • SLT-Mobitel has an online eSIM portal, and you can also ask for an eSIM at its arrivals counter or any outlet.
  • Hutch sells eSIMs too. Its site explains how to check whether your phone is eSIM-ready: if the phone shows an EID number, it is.

There are also international data-only eSIM apps. Recent visitors report that they work as soon as you land, but they give you data without a local number, which matters if a guesthouse or driver wants to call or text you. A local plan gives you both.

Registration and your passport

Sri Lanka’s Subscriber SIM Cards Regulations of 2019 require every mobile connection to be registered under its actual user. Following directives from the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), operators register foreign visitors under their passport number and ask to see the original passport. So buy your own SIM rather than borrowing one registered to a driver or a friend: the connection is registered to them, and the operator will only deal with its registered owner.

Your own phone is not a problem. Since January 2025, phones used on Sri Lankan networks have had to be registered with the TRCSL, but its Director General said when the system started that foreign tourists’ phones would not be affected.

Before you go: a quick checklist

  • Check that your phone is unlocked and, for an eSIM, that it is eSIM-capable.
  • Keep your passport with you when you land; you’ll need it at the counter.
  • Download offline maps of the areas you’ll visit, especially the hills and the national parks.
  • Note your new number, so you can give it to hotels and drivers.
